What Is a Pool Safety Certificate?
A pool safety certificate (Form 23) is the official document confirming your pool or spa barrier meets Queensland's pool safety standard at the time of inspection. It can only be issued by a QBCC-licensed pool safety inspector, and it's the certificate real estate agents, buyers, and tenants rely on to confirm a property is compliant.
We check every element of the barrier — height and strength, non-climbable zones, gate self-closing and self-latching mechanisms, and how the pool area interacts with the house — against the current standard, and issue the Form 23 on the spot when everything checks out.
Who needs a Form 23 and when
Selling a property with a pool: A current certificate must be handed to the buyer before settlement. No certificate in hand? A Form 36 notice needs to be lodged with QBCC, and the buyer then has 90 days from settlement to get the pool certified.
Leasing a property with a pool: A new tenancy agreement can't be signed without an active certificate in place.
Buying a property with a pool: Confirm the certificate is current, and that it actually covers the pool on the property, before signing.
Real estate agents: We work directly with agencies to get certificates sorted ahead of a listing or lease, so a missing Form 23 never holds up settlement or move-in.
How an inspection works
Book a time: including short-notice bookings for agents working to a settlement or lease date.
On-site assessment: the barrier is checked against every requirement of the pool safety standard.
Pass, and the certificate is issued that day: the Form 23 is lodged on the QBCC Pool Safety Register, with a copy for you to keep, display, or pass to your agent.
If something needs attention: a clear, written Form 26 sets out exactly what's non-compliant and what needs fixing, so there's no guesswork.

Certificate validity and ongoing compliance
A pool safety certificate is valid for two years on a non-shared pool (a standard single-residence pool) and one year on a shared pool, such as those at multi-unit or body corporate properties.
Shared pool owners must also display their current certificate near the main entrance, or at a gate or door giving access to the pool. Non-shared pool owners don't need to.
Holding a certificate doesn't mean maintenance can slide: the barrier needs to stay compliant with the standard at all times, certificate or not.
If your pool doesn't pass inspection
Most pools don't pass on the first visit: it's more common than not, and rarely as serious as it sounds.
A Form 26 non-conformity notice sets out precisely what needs fixing, with practical, straightforward advice on how to get there. There's then a three-month window to complete repairs and book a re-inspection.
Selling or leasing without a certificate yet in hand?
A Form 36 notice can be lodged in the meantime so the transaction can still proceed while compliance work is arranged.
